Collaboration Between NCAA and FAAN: A Model for Advancing Aviation Infrastructure



The Managing Director and CEO of the Federal Airports Authority of Nigeria (FAAN), Mrs. Olubunmi Kuku, emphasized that the collaboration between the Nigerian Civil Aviation Authority (NCAA) and FAAN serves as an excellent illustration of how aviation infrastructure in Nigeria can be collectively enhanced.

She made these remarks at the official event for the issuance of Aerodrome Certificates for Mallam Aminu Kano International Airport in Kano and Obafemi Awolowo International Airport in Port Harcourt. She noted, “This collaborative partnership, where the regulator guides and the operator executes, exemplifies how we can jointly uplift Nigeria’s aviation infrastructure.”

Kuku stated that the certificates awarded today represent a shared achievement, attained through a cooperative spirit that prioritizes national interests and safety. “We accept these certificates with humility, fully aware of the responsibilities they entail. We recognize the NCAA’s remarks regarding the outstanding elements in the corrective action plan,” she added.

The FAAN chief assured the NCAA of FAAN’s commitment to adhering strictly to this corrective action plan. “We have initiated specialized teams and processes to address these issues with urgency and precision. We see this not merely as an addendum but as a vital step in our ongoing commitment to improvement. Our aim is complete compliance, and we will not rest until every matter is resolved.”

Kuku highlighted that the certification of these two key international airports is a strategic foundation for growth within Nigeria’s aviation sector. It boosts airline confidence, affirms passengers’ safety commitment, and enhances Nigeria’s reputation in the global aviation arena. This certification is indicative of the integrity, professionalism, and strict compliance with international standards at our airports.

She expressed profound gratitude to the Director General of Civil Aviation, Capt. Chris Najom, and the entire NCAA team, noting their professionalism was crucial in certifying these airports. Kuku remarked that this ceremony represents not just a procedural formality but a significant affirmation of resilience, dedication, and a shared commitment to the highest aviation safety standards in Nigeria.

“Today marks a significant achievement; however, the real success stems from exemplary interagency collaboration. The path to this certification was thorough, characterized by detailed inspections, constructive discussions, and the diligent sharing of Corrective Action Notices and Plans,” she said.

According to Kuku, the NCAA plays a critical role not only as a regulator but as a key partner in ensuring adherence to standards and recommended practices. She noted that the NCAA team provided essential guidance, rigorous evaluation, and invaluable technical support throughout the certification process.

The FAAN teams in Kano and Port Harcourt, backed by headquarters, displayed unwavering dedication to meeting and surpassing these essential requirements. She also praised the diligent staff of FAAN, including engineers, firefighters, air traffic controllers, security personnel, maintenance teams, and management, whose relentless efforts behind the scenes contributed to this achievement.

Kuku specifically acknowledged the Directorate of Operations, led by the remarkable Captain Abdullahi Mahmood, stating, “This accomplishment belongs to you.” She extended her thanks to FAAN’s partners and stakeholders for their trust and support.

“Together, we have achieved this milestone. Together, we will sustain and build upon it,” Kuku concluded.
