A Russian ballistic missile struck an industrial area in the central Ukrainian city of Dnipro on December 1, killing four people and injuring at least 40 others, according to Ukrainian officials. The attack damaged car service stations, businesses, office buildings, and dozens of vehicles, sparking fires and widespread destruction in the city’s central districts.
Regional authorities reported that 11 of the injured were in serious condition, with search and rescue operations concluding shortly after the midday strike. Eyewitness accounts described chaotic scenes, including shrapnel injuries and emergency workers evacuating victims amid heavy smoke. Dnipro, a key industrial hub with a pre-war population of nearly one million, has been repeatedly targeted by Russian missile and drone attacks throughout the nearly four-year conflict, resulting in significant civilian casualties and infrastructure damage.
The strike occurred amid ongoing Russian aerial assaults on Ukrainian cities, highlighting the persistent threat to civilian areas despite international diplomatic efforts to end the war.
In a separate development, the European Union agreed on December 12 to indefinitely freeze approximately €210 billion in Russian central bank assets held within the bloc, eliminating the previous requirement for periodic renewals every six months. The decision, aimed at preventing potential vetoes and external pressures, paves the way for using these funds to back a major “reparations loan” to Ukraine.
The proposed loan could reach up to €165 billion to support Ukraine’s military and civilian budget needs in 2026 and 2027. Under the plan, Ukraine would repay the funds only if and when Russia provides war reparations, effectively
