December 15, 2025 – As the Western Cape braces for a hot and dry summer season, provincial authorities have ramped up water restrictions in several high-risk areas to avert potential shortages, urging residents and holiday visitors to conserve water responsibly.
The Western Cape government is closely monitoring water security across the province, with severe measures already in place in vulnerable towns. Level 6 restrictions – the highest level – have been imposed in Dysselsdorp and De Rust in the Klein Karoo region near Oudtshoorn. Level 4 restrictions apply to Knysna, Plettenberg Bay, Kurland Village, Nature’s Valley, Witsand, Calitzdorp, Van Wyksdorp, Ladismith, and Zoar.
Numerous other municipalities are operating under Level 1 to Level 3 restrictions, reflecting localised pressures on water supplies.
Notably, the City of Cape Town remains unaffected by these restrictions, with its dam levels holding steady at around 76.8% as of early December. Provincial dam storage averages 69.4%, down from higher levels last year due to lower rainfall and increased evaporation from warm weather.
MEC for Local Government, Environmental Affairs and Development Planning, Anton Bredell, emphasised the need for compliance: “Residents and visitors must familiarise themselves with the specific restrictions in their areas and adhere strictly to them to prevent further escalation.”
While the Department of Water and Sanitation has confirmed no province-wide restrictions on the main Western Cape Water Supply System for the 2025/26 hydrological year, local measures highlight vulnerabilities in smaller systems, particularly along the Garden Route and Klein Karoo.
Authorities are calling for continued water-wise practices, such as fixing leaks, shortening showers, and avoiding unnecessary outdoor use, to sustain supplies through the peak festive season and beyond.
This proactive approach aims to safeguard water resources in a region still mindful of past droughts, ensuring availability for essential needs, agriculture, and tourism.
